Troubleshooting Guide: Error 489 – “The Specified Operation Is Not Supported on an Encrypted File”
Why This Error Happens
This error occurs when an application or system process attempts to perform an operation (such as compression, certain file sharing operations, or specific I/O calls) on a file that has been encrypted using Windows’ Encrypting File System (EFS). Windows does not allow EFS-encrypted files to be simultaneously compressed with NTFS compression, and some legacy or third-party applications lack native support for handling EFS-protected files, triggering this conflict. It can also surface when a file’s encryption attribute becomes corrupted or mismatched with the NTFS file table entry.
Step-by-Step Resolution Guide
- Check the file’s current attributes
- Right-click the affected file/folder → Properties → General tab → click Advanced.
- Verify whether “Encrypt contents to secure data” and “Compress contents to save disk space” are both checked. These two are mutually exclusive in NTFS.
- Decrypt the file if compression is required
- In the Advanced Attributes window, uncheck “Encrypt contents to secure data”.
- Click OK, then Apply → choose Apply changes to this folder, subfolders and files if prompted.
- Use Cipher.exe to force-decrypt via Command Prompt (Admin)
- Open Windows Terminal (Admin).
- Run:
cipher /D "C:\Path\To\File_or_Folder"
- This removes EFS encryption cleanly without relying on the GUI, which helps if the attribute is stuck or corrupted.
- Verify NTFS file system integrity
- Run:
chkdsk C: /f /r
- Restart if prompted. This resolves cases where corrupted MFT (Master File Table) entries cause encryption attributes to become inconsistent, triggering Error 489 even after decryption attempts.
- Update or reconfigure the application triggering the error
- If a specific backup, sync, or archiving tool (e.g., robocopy, 7-Zip, or a cloud sync client) throws this error, check for updates — many tools have patches to properly skip or handle EFS files.
- As a workaround, exclude EFS-encrypted files/folders from that application’s processing path in its settings.
Alternative or Verification Steps
- After decrypting, re-run the operation that originally failed (compression, backup, sync, etc.) and confirm Error 489 no longer appears.
- If the issue persists, copy the file to an unencrypted folder on a different drive using
robocopy /EFSRAWto preserve data, then retry the operation on the copied version.
